3. Scale down workers to zero Possibly disable at https://dashboard.heroku.com/apps/scihist-digicoll-production/resources

4. Disable our hirefire autoscaling to keep it from starting workers back up again

5. At the appointed time, run the script.

6. Restore hirefire and heroku state
